Yes, your blood sugar level is most likely low st that time of the day. The tradition of snack time at around three is logical when you consider the fact that that's the time around when what we had for lunch is digested and absorbed, and our blood sugar levels come back down to it's *resting* level.
To prevent this carb hunger, eat at set intervals if possible, and if you do crave, then get in protein along with the carb to prevent further craving, because raising the blood sugar level, then have it come down quickly again (which happens because sugar is absorbed rapidly, then metabolized quickly) will cause another bout of carb craving. To prevent this, you need to slow down the absorbtion and metabolization, which is what protein helps do.
