The first and most important question is "Does she want to help herself?" Some people get so into playing the victim they push away anything that will help them. If she's too far into enjoying her misery, you can't help her.
On the other hand, if she wants help, if she's willing to engage herself with the process and take an active role in her recovery, there are massive resources here and in other places to help her do it.
But you can't force her. She has to want it bad enough to do the hard stuff it takes to get healthy again.
