Concerning the current debate over financing the SCHIP with increased federal taxes on cigarettes, I think a better source of funding would be a form of "fat tax." Since there are two or three times more obese people than smokers, have them pay a penalty for their contributions to the increased cost of health care caused by their lifestyles.
