Go to UserCP àEdit Avatar.

A box comes up with “Your Current Avatar” “Custom Avatar.”

Check “Use Custom Avatar”

Then upload your chosen avatar, by choosing a photo or character from your online album, or upload from your computer.

To upload from an online album, enter the URL into the “Enter URL to Image” box

To upload from your computer, click “Reference” , choose and open image.

Take note of the maximum size and edit the avatar beforehand to 80 by 80 pixels or 19.5 KB

I have now added this to a new Renewed Reflections section in the FAQ's. So between the two, people should be able to find what they need.
